Melissa Parham graduated from Smith College in 2004 and with cum laude honors from The Catholic University of America, Columbus School of Law in 2007.

Melissa manages the firm’s manufactured housing community functions including MHC landlord tenant matters, manufactured home licensing issues, sales, leasing and financing of manufactured homes in rental communities, community acquisition support including transaction document review, financing opinions, and due diligence activities.

She is the lead attorney in issues involving zoning and land use issues of manufactured home communities, fair housing and ADA compliance, and provides MHCA support including publication updates, manager training, and legislative support activities. She has been active in this area since joining the firm in 2012 and in 2016 was elected a partner in the firm. Also in 2016 she was named MHCA Legal Counsel succeeding Mike Parham.

Before joining the firm Melissa worked as an attorney at a law firm where she practiced in the areas of general civil litigation, municipal law, and utility law.  She also represented clients in criminal misdemeanor cases and zoning matters.

From 2007 through 2011, Melissa was an Assistant Attorney General in the Arizona Attorney General’s Office’s Criminal Appeals/Capital Litigation Section.  There she represented the State in felony criminal appeals and appeals of death penalty cases in state court and in federal court in habeas corpus proceedings and appeals thereof.  She also represented the State in capital post-conviction relief proceedings.  Melissa has argued cases in the Arizona Court of Appeals and the Arizona Supreme Court.  She has drafted numerous appellate briefs and answers to petitions for writ of habeas corpus.

Melissa is a skilled appellate attorney with a number of published opinions in the Arizona Court of Appeals, the Arizona Supreme Court and the U.S. Court of Appeals for the Ninth Circuit in which she was an attorney of record.  She is admitted to practice in Arizona and before the U.S. District Court for Arizona and the U.S. Court of Appeals for the Ninth Circuit.
